This checklist is for out-of-state/out-of-country applicants applying for their first Colorado teacher license.
If you have ever held a Colorado teacher license (not substitute authorization), please review the other checklists and make the appropriate selection.Plan Ahead You must hold a valid social security number (SSN), issued by the US Social Security Administration (https://www.ssa.gov/ssnumber) in order to apply.
Check to see if you meet Colorado Endorsement Requirements. Don't see your endorsement listed? Read our Out-of-State/Out-of-Country FAQ.
You will need electronic copies of all documentation. ( Get Help with Document Scanning )Allow ample time to request any third-party transcripts or other documentation. Important notes: Colorado issues licenses/endorsements in one of two ways: If you have a valid teacher license (not substitute, temporary, emergency, provisional or probationary) issued by another state that carries an identical endorsement to one issued by Colorado, meet the degree and program requirement for that endorsement AND have three years of full-time licensed teaching experience in that state within the past seven years, Colorado will issue a professional license with the identical endorsement requested.
If you do not meet these requirements completely, Colorado is required to issue licenses in the endorsement area of preparation, as verified on an approved program verification form. If upon evaluation it is determined that you need to first pass a content exam in order to qualify for this endorsement, we will issue an interim authorization, which will allow you to teach while you prepare for and fulfill the exam requirement. (Upon submission of an application with a copy of the official test score report, we will then issue either an initial or a professional license, based on your years of out-of-state, licensed teaching experience).Applicants requesting to be evaluated for an additional endorsement must meet all requirements in order to be eligible for those endorsements.  Application Fee:  $110.00.  License Expires:  1, 3 or 5 years from date of issue depending on qualifications Checklist: Identification-Submit fingerprints to the Colorado Bureau of Investigation (CBI).( View Fingerprinting Instructions ) Confirm you have a valid form of government-issued identification. If you are using a photo ID issued by another state or country, please carefully review the identification requirements as additional documents will be needed. ( View List of Valid IDs ) Education-State board rule requires that you submit an official degree-conferred transcript from a regionally accredited college or university that demonstrates a bachelor's or higher degree and completion of an approved teacher preparation program. Additional transcripts reflecting coursework for endorsement qualifications are also required. ( View Transcript Requirements )
Transcripts from institutions outside the US must be in English or include an authentic English translation and have been evaluated by a NACES member for course-by-course equivalency. Note: Unofficial transcripts are not accepted. Please do not include them in your application. Three or more years of full-time, licensed teaching experience within the past seven years in the state of licensure OR a completed Approved Program Verification Form. If you have three or more years' post-preparation experience as a full-time, fully licensed teacher (not as a substitute, emergency, provisional, probationary or  temporary teacher), please include in the application copies of all licenses (expired or current) that cover this experience. If you do not have three years of full-time licensed teaching experience, please include a complete approved program verification form, unless your teacher preparation program was completed outside the US. ( Download the Verification Form (PDF)  )
Out-of-state applicants who completed an alternative preparation program and who have not yet accrued the three years' fully licensed experience must also include an official, signed letter from the department of education in the state in which you completed the alternative program confirming that the program you completed was indeed state-approved. It must also outline the program requirements for the alternative program you completed.
Obtain the results for any CDE-accepted PLACE or PRAXIS exams you have passed. Do not include results for exams other than those specifically accepted by the state of Colorado. If you have not taken any of the exams listed, please do not select an exam in the pull-down menu. CDE will review your application materials to determine whether an exam is required. Our Credentialing Guide for Out-of-State Applicants  provides clarification on what to expect from the licensure evaluation process.
Employment-Your employment history will help determine the type of Colorado license you will be issued.  It is critical that you include the information below:
Copies of all active and expired teaching licenses covering the years of experience you have had as an educator.
All employment history, including employer/business name, dates of employment, reason for leaving, work addresses, supervisor names, and contact information. Self-Disclosure
Register and Apply-Have all the information mentioned above? Begin the online application by registering an account in the eLicensing system or, if you are already registered, log in. Select the TEACHER application. Important Notes:By signing an application, you are verifying that the application is complete and that all questions within have been answered truthfully.  Should CDE require additional information to evaluate your application or if CDE has not received your fingerprint-based background checks from CBI/FBI, your application will be deemed "incomplete" and you will have 90 days to provide that information or for your account to be updated.  State statute prohibits the refunding of any application evaluation fee.
Once you have submitted an application, please check your status online regularly to ensure you have met all requirements. For questions, email [email protected] or call 303-866-6628.

IN

Out-of-State Preparatory Program Indiana's process for applying reciprocity to out-of-state license holders changed in 2016, making the process much easier. If you hold a valid out-of-state license and have completed an NCATE/CAEP accredited or state approved teacher preparation program in another state and want to obtain an Indiana teaching license, or if you are from another state and do not hold a teaching license but would like to obtain an Indiana teaching license, there are licensure paths available for you. Please note, however, that Indiana requires an applicant to pass a content (subject matter) licensure test in every content area that will appear on the Indiana license issued.  In content areas in which you have not passed a test, you may be eligible for a one-year temporary reciprocal permit if you hold a valid out-of-state license, on which you may teach while meeting Indiana's testing requirements.  Eligibility for the reciprocal permit means that both some of the Indiana requirements for licensure have been met and one holds a valid (unexpired) out-of-state license. Reciprocity does not obligate Indiana to waive certain deficiencies, nor to exempt individuals from requirements set forth by Indiana administrative law/rule.  Also, there are seven licensure content areas which cannot be added to an Indiana license or transferred from an out-of-state license if the way that content area was obtained was through testing alone. In these seven areas, completion of an approved program of coursework is required in addition to testing. These areas are: English Learners, Exceptional Needs, Communication Disorders, Elementary Generalist, Early Childhood Generalist, High Ability and Fine Arts (visual art, music, theater). If you were issued a license in another state in one or more of these seven areas through testing alone and you have not completed a program of coursework in the content area, you may be eligible for a temporary reciprocal permit on which you can teach while you meet Indiana's coursework requirements. Indiana also requires all applicants to complete CPR/Heimlich/AED training, including hands-on skill practice on a mannequin in person with an instructor and suicide prevention training.  Depending on your application path and type of Indiana license being issued the timing of these required trainings varies, but you may be required to complete these trainings in order to submit your application.  For Step-by-step instructions on how to create an account in our online license application system called LVIS and to apply using the application option that best meets your circumstances, please select an option below: If you completed an NCATE/CAEP accredited or state approved teacher preparation program in another state, you hold a valid teaching license from that state, and you were required to pass a content (subject-matter) test to obtain that license, If you completed an NCATE/CAEP accredited or state approved teacher preparation program in another state, you hold a valid teaching license from that state and you were not required to pass a content (subject-matter) test to obtain that license, Click Here.

LA

Louisiana  offers  two  types  of  teaching  certificates  to  applicants  holding  a  standard  out-of-state  teaching  certificate.     Both  are  valid  certificates  and  make  the  holder  eligible  for  a  teaching  assignment in a Louisiana classroom.  The certificate that is issued to the applicant depends on whether or not the applicant has met Louisiana's Praxis and/or NTE testing requirements. Level  1  (LV1)  Professional  Certificate  is  a  standard,  three-year  Louisiana  teaching  certificate  that  authorizes  certification  for  the  levels  or  subjects  available  in  Louisiana  and  that  are  consistent  with  those  currently  on  the  applicant's  Out-of-State  teaching  certificate.     A  Level  1 certificate   is  issued  to  individuals  who  have  completed  the  Louisiana  PRAXIS  and/or  NTE  requirements.  2.  Out-of-State  (OS)  Certificate  is  a  standard,  three-year,  non-renewable  Louisiana  teaching  certificate that  authorizes  certification  for  the  levels  or  subjects  available  in  Louisiana  and    that    are  consistent   with   those   currently  on  the  applicant's  Out-of-State  teaching  certificate.     An   Out-of-  State  (OS)  certificate  is  issued  to  individuals  who  have not  met Louisiana's PRAXIS and/or NTE requirements.  A letter  of  eligibility  for  Out-of-State  certification  will  be  issued  to  individuals  who  meet  requirements as described above. The OS certificate will be issued upon employment as a teacher of record  per  the  request  of  the  Louisiana  employing  school  system.  Louisiana  employing  school  systems have been informed that a letter of eligibility issued by the Division of Educator Licensure is sufficient  to  identify  you  as  being  eligible  for  employment  and  receipt  of  a  certificate  upon  their  request. Exemption from PRAXIS and/or NTE RequirementsAn applicant who holds a valid, standard Out-of-State teaching certificate, has at least three years of successful teaching experience in another state as verified by the previous out-of-state school district/county's  satisfactory  annual  evaluation  results,  and  teaches  on  an  OS  certificate  for  one  (1)  year  in  a  Louisiana  approved  public  or  approved  nonpublic  school  system  shall  not  have  to  complete the required  examinations  or  to  submit  examination  scores  from  any  examination  previously   taken    in  another  state  as  prerequisite  to  the  granting  of  a  Level  1  certificate  in  Louisiana, provided that: a.The teacher meets all other requirements for a Louisiana certificate as required by law or board policy. b.  The local superintendent or his designee of the public school system employing the teacher has recommended the teacher for employment for the following school year and has requested that the teacher be granted a valid Louisiana teaching certificate.       Upon meeting conditions (a) and (b), the individual holding the OS certificate may apply through his/her school district for a professional level certificate.
2 Eligibility for Teaching Area(s) on a Louisiana Certificate The teaching areas  designated  on  the certificate  are  based  upon verification  of  the  completion of  an out-of-state teacher preparation program that included student teaching, an internship, or three years of successful teaching experience in the certification area. If you have not taught as a regular  teacher within the past five years in an elementary or secondary  school, you are  required to complete  six semester credits related  to the teaching field(s)  from a regionally accredited  college/university.   The credits must    be  earned during  the five-year period immediately preceding  the date of application.  A  candidate who has  not  taught  in  five years may be issued a one-year non-renewable (OS1) certificate while he/she completes   six semester hours required for the issuance of a three-year non-renewable (OS) certificate   You can be issued a Louisiana 3-year OS (Out-of-State) certificate while you complete Praxis exams. An out-of-state candidate may be excluded from having to complete all Praxis exams for certification purposes (although some exams may be required for "Highly Qualified" purposes) if all of the following is met: -Teacher has at least 3 years of teaching experience in another state, -Teacher teaches on the Out-of-State (OS) certificate for 1 year in Louisiana, AND -The teacher's employing Louisiana school district (public or approved private school) must verify all experience and submit the application page of certification update packet along with the experience verification form, professional conduct form, & certification fee for the higher level certificate.

What Type of License Should I Apply For?
Out-of-state applicants seeking their first license in the State of Massachusetts could qualify for one of three (3) types of Academic PreK-12 educator licenses: Temporary, Provisional, or Initial. To figure out for which type you should apply for, consider the following:
Do you hold a valid comparable license from another state and have you worked under it for three (3) years?
If you answered "yes" to this question, you could qualify for a temporary license. A temporary license is valid for one (1) year of employment. This enables out-of-state applicants to seek and obtain employment in the Commonwealth while they work to take and pass all required MTEL tests.
Please note that passing all required MTEL tests or failed MTEL results will not qualify you for the temporary license.
Do you hold a valid comparable license from another state and have you worked under it for three (3) out-of-the-past-seven (7)-years or have you completed one (1) of the following:
A 'traditional' higher education state/jurisdiction-approved educator preparation program outside of Massachusetts?
A state/jurisdiction approved 'alternative/non-traditional'educator preparation program and possess the equivalent of an initial license from that state/jurisdiction?
An educator preparation program sponsored by a college or university outside of Massachusetts that has been accredited by one of the following: the National Council for Accreditation of Teacher Education (NCATE), the Teacher Education Accreditation Council (TEAC), or the Council for the Accreditation of Educator Preparation (CAEP)
If you answered "yes" to any of these questions, you could qualify for an initial license through the National Association of State Directors of Teacher Education and Certification (NASDTEC) Interstate Agreement. Massachusetts participates with every state and the District of Columbia through the NASDTEC Interstate Agreement for almost every license issued by the DESE Office of Educator Licensure. An initial license is valid for five (5) years of employment from the date of issuance in the State of Massachusetts.
Please note that additional requirements may apply to this type of license and could include but may not be limited to:
 Passing all required MTEL tests
Earning the Sheltered English Immersion Endorsements (SEI) – required for the following Academic PreK-12 licenses:Academic Teacher: early childhood and elementary teachers, teachers of students with moderate disabilities, teachers of severe disabilities, and teachers of the following academic subjects: English, reading or language arts, mathematics, science, civics and government, economics, history, and geography Academic Administrator - principal/assistant principal, or supervisor/director
Massachusetts does not include the following licenses within the NASDTEC agreement: school psychologist, school nurse, or the speech, language, and hearing disorders teacher specialist. Have you completed all of the requirements in the previous question (#2) but do not hold the SEI endorsement? You may qualify for a Provisional license. The provisional license is good for five (5) years of employment.
Did you get your Bachelor's and/or Master's degree from a DESE recognized accredited organization? To find out if your College or University is accredited by any of the DESE recognize organizations you can contact your institution directly or conduct a search yourself using the databases of the national accrediting organizations that are recognized by DESE. How Do I Apply for a Massachusetts License?
The fastest way to apply for a Massachusetts license is through the Educator Licensure And Recruitment (ELAR) system. Additional information, required forms, and access to the ELAR system can be found in the Applying for/Checking the Status of a License section of our website.

Out-of-state certification programs and credentials may differ from Michigan programs and credentials; however, under the ICA, the Department attempts to match out-of-state certificates, grade levels and content endorsements, as closely as possible. To determine reciprocity under the ICA, an evaluation must be completed. For this to happen, an application must be submitted using the Michigan Online Educator Certification System(MOECS). MOECS will determine the certificate type (standard or professional) being applied for based on answers to the application questions.  Accurate responses and supporting documentation are required. Reciprocity notwithstanding, Michigan certification is not guaranteed and ancillary state requirements exist in Michigan law (e.g., testing).STANDARD CERTIFICATE The Standard Teaching Certificate and the Standard CTE Certificate are the initial certificate issued to teachers who have completed an approved out-of-state teacher preparation program. Program and Certificate Requirement: An applicant who has completed a state-approved teacher preparation program including student teaching in another state can submit an application to be evaluated for certification. First Aid and CPR Requirement:The applicant must also have current training in first aid and child and adult CPR from an approved sourcesuch as the American Red Cross or the American Heart Association. After an evaluation of application documents, the applicant will be notified per a MOECS evaluation letter as to what appropriate subject area tests are to be taken via the Michigan Test for Teacher Certification(MTTC).   Temporary Teacher Employment Authorization: If the applicant holds a valid, standard teaching certificate from another state, the applicant can be issued a nonrenewable Standard Temporary Teacher Employment Authorization (T2EA) that authorizes his/her employment in a Michigan school for one year. The applicant can be employed as a teacher for a year while working to pass the required tests. Additional time for testing is allowable, but without T2EA validity. Please note that once the T2EA has expired, the law requires the passage of the tests and reciprocal evaluation for the Standard Teaching Certificate. The option of the Professional Teaching Certificate as the initial Michigan certificate can no longer be provided. PROFESSIONAL CERTIFICATE If an applicant who has completed an out-of-state approved teacher preparation program and holds a valid, standard teaching certificate from that state and meets all the requirements for the Professional Teaching Certificate or a Professional CTE Certificate listed below, he/she can be evaluated for the Professional certificate as his/her initial Michigan teaching certificate. An applicant who qualifies for the Professional certificate as his/her initial Michigan certificate is not required to test. A Master of Arts in Teaching (MAT) is also recognized as a pathway for initial certification.
For those who have completed alternative licensure in another state that does not appear on an official transcript from a standard institution of higher education, additional steps may need to be taken to become certified in Nebraska.

NV

If you are applying for licensure with Nevada and currently have a valid, non-conditional, non-provisional license from another state, you may be eligible for reciprocal licensure. Reciprocal licensure, in most cases, will waive the testing requirements for Nevada and allow NDE staff to do the evaluation based on a license-for-license basis. Staff will reciprocate licenses and endorsements applied for to the closest available through Nevada Regulations. When applying for reciprocal licensure, original transcripts are still required as well as a valid copy of any/all current licenses applicants hold through other states. The license(s) held must be uploaded during the application process into the OPAL system as PDF document(s) in the “experience" section under the “out of state licensure" area in OPAL. NH
Reciprocity means NH will accept either another state’s approved educator preparation program in lieu of a NH educator preparation program OR a full license with specific experience. Reciprocity does not mean an educator license from another state is automatically exchanged for a license in NH or that you can be employed in NH while holding only an out of state license. Only full licenses are reciprocal in NH (In the NASDTEC Interstate Agreement: for teachers defined as Stage 3 and Stage 4 and Administrators defined as Stage 3). Full license evaluations are made by the Bureau of Credentialing. The endorsement area of the license also needs to be comparable to one of NH’s available endorsements. Comparable endorsement evaluations are made by the Bureau of Credentialing. NH has jurisdiction-specific requirements beyond reciprocity, including a Basic Academic Skills Assessment and Subject Area testing requirements.   Meets Meets Meets Meets Meets Meets Meets Meets Meets Meets Meets Meets Meets

VT
Eligibility for licensure through the traditional route is determined by the completion of a state approved educator preparation program at a college or university through a bachelor, post-baccalaureate or master’s degree program and recommendation for licensure from the institution. Vermont currently has educator reciprocity with all states except: New York, New Mexico, South Dakota and Wisconsin. Educators who hold a current license, or have a recommendation for licensure on their transcript, from any of these states; will need to apply for Initial License through Transcript Review.  Eligibility for licensure through reciprocity is determined by meeting requirements under the rules of reciprocity per the National Association of State Directors of Teacher Education and Certification (NASDTEC) Interstate Agreement. If you are applying for licensure through reciprocity from or through a recommendation from an education preparation program in New Mexico or South Dakota, please contact a licensing specialist at [email protected], as rules regarding reciprocity with these states is in the process of changing.
What does it mean to apply under the NASDTEC Interstate Agreement? The NASDTEC Interstate Agreement is a statement by Vermont outlining which other states' educator certificates will be accepted. Specifically the agreement outlines which particular types of educator certificates (teachers, administrators, service personnel, or career/technical), and which particular styles of certifications (titles, fields, etc.) will be accepted.
